For the scattering procedure, I think of a wavefunction/particle traveling to a potential and then leaving it (by scattering or transmission). But in the chapter on scattering in Sakurai (and many other sources), I see no "movement". For example, the incoming wave is $e^{i\vec{k}\vec{r}}$, which seems to be a wave in space but not in time.
