Typing guillemets (angle quotes, «») in Russian and English keyboards

I want to type guillemets (angle quotes, «») in Ubuntu when using Russian keyboard mapping English keyboard mapping Is it possible (preferably without typing numeric codes)? There is a discussion here, but it does not mention Linux.

Cannot use Ruble sign on Russian keyboard layout

With a Russian keyboard layout, I cannot access the Russian Ruble symbol ₽ with Alt Gr + 8. Does anyone have a solution for this, or is this fixed in newer Ubuntu versions? I use Ubuntu 18.04.2 LTS.
