Why are different currents through the TVS diode or 8-20 us and 10-1000 us

In datasheet you can see that the currents are different. For any TVS diodes, Ipp(8-20)> Ipp(10-1000). For an example, see datasheet SM15TY I do not understand why the current depends on the overvoltage time?

Why does the peak pulse current of a TVS diode decrease as the breakdown voltage increases?

From the above picture, we can see that the peak pulse current of a TVS diode decreases as the breakdown voltage increases. Why does that happen? Usually, when the voltage is high the current should also be high.
