Is the best ask price the ask at the "top" of the order book? What is the "top" of the book?

In the level 2 book from BATS with live data, the right hand part of the page shows the best Bid(s) and the Best Ask(s). Example: How come the best Ask is not at the top of the book? From what i understand, the best Ask is the cheapest one but…
