'Click' Sound on Applying Brake

Purpose of highlighted mirrors in trucks

Whenever I see pictures of trucks made by Volvo, Scania or Daimler. I wonder what are the highlighted mirrors in the picture used for? I don't see those mirrors in most trucks made by Indian Commercial Vehicle makers like Tata Motors.

Ive always been taught it was bad on your fuel pump to run your vehicle tank close to dry as it would damage the fuel pump but Ive never seen any validation to support this statement. So will running a tank dry before fill up damage your fuel pump?
