BMW 328i: HTR in red sometimes, multiple misfires but no check engine light?

I changed the O2 sensor up stream and my air flow sensor on my 2015 bmw328i xdrive but my scanner shows HRT in red sometimes. multiple misfires and P0171, but check engine light is not on.

2013 bmw 328i xdrive tail light seal

I’m taking on water in the lid of my trunk. I investigated and it seams water is coming in through my inner tail lights. I removed the assembly and it appears the corner of the seal on both sides is missing. How do I fix this?
