Trump issuing ‘emergency 25% tariffs’ against Colombia after country turned back deportation flights

I'm pretty sure we have a treaty with Colombia or some other trade organization that states what our tariffs will be. I'm also pretty sure that the treaty was ratified by the legislative branch.

(1) Can President Trump legally break a ratified treaty?

(2) Could an injunction be receive in court, ordering the tariff be rescinded?

(3) Is there something similar that would prevent him from applying a tariff to Mexico & Canada?

The White House Press Secretary's announcement that an agreement has been reached ending the crisis, mentions "fully drafted IEEPA tariffs". So I believe that the potentials tariffs would have been under the International Emergency Economic Powers Act of 1977, which Trump had threatened to use to impose tariffs on Mexico during his first term (though he ultimately didn't use it).
