I'm having trouble developing scenes that I already have. I already know what's going to happen, but how do I develop it? I have no idea. I have an idea of how to structure a scene. If I understand this question, you’re struggling to build a passage of text that leads up to a necessary plot point. If that’s the case, here’s a technique I sometimes use when I can’t find a way to a point:

Write a single sentence, containing the essential idea or plot element that you need to have in the text. Next, ask yourself what would have immediately preceded that event, and write those sentences. Carry on working backward like this, providing the lead-up to whatever you’ve just written, until you reach a natural “starting” point, but stop straight away if you feel like you’re just writing stuff to fill out the passage.

Now you’ve got a beginning and a middle, it should be easier to follow through to the end. Finally, you go back, re-read and edit, re-read and edit, and re-read and edit some more. Don’t be afraid to remove text: most of writing is really removing what doesn’t work.
