I've never created a villain before, and this is the first time I've created a story with a villain. Can someone teach me how to do this? I know the villain's goal and also his motivation, but my villain is weak, I can't even visualize him, much less his personality. If anyone can give me tips or teach me step-by-step, I would appreciate it.

Your villain needs to fit into the context of your story. You also need to think about who your readers are and what kind of villain they will appreciate. Do you think they want a rather flat villain who is bad or evil for no other reason than that's who they are (and, by the way, this isn't very realistic), or a more complex villain with a backstory and who has redeemable qualities?

Start by writing out their character and creating their world. Be clear about their nationality, age, physical appearance, cultural and socioeconomic background. What's been going on for them before your story begins? Understand their history—which in turn will inform their motivation and make crystal clear why they would act on their motivation.
