I am reading Litinsky's paper (arXiv), and I am confused by the duration of the level-2 15-to-1 distillation protocol. Litinsky's writes that it will take 15 clock cycles, but to me it seems like it should be 22. There are (a) 4 distilled magic states required at the beginning of the circuit and (b) 11 magic states being sequentially consumed in back-to-back cycles for the pi/8 rotations. 'b' takes 11 clock cycles but imo 'a' should also consume 11 cycles assuming the first 4 distilled states are created in parallel. What am I missing? Thank you!
