This is incorrect. The assumption (postulate) is that the one-way speed of light is $c$ in an inertial frame. As Einstein said "Any ray of light moves in the 'stationary' system of co-ordinates with the determined velocity $c$", where "ray of light" clearly includes one-way paths.
