let us say we have a cat which is accelerating and a stationary observer and we compare time dialation and length contraction for both of them their velocities are assumed one way velocity but for time dilation and length contraction to work why we assume that two-way speed of light is constant we should assume one-way speed of light.

This is incorrect. The assumption (postulate) is that the one-way speed of light is $c$ in an inertial frame. As Einstein said "Any ray of light moves in the 'stationary' system of co-ordinates with the determined velocity $c$", where "ray of light" clearly includes one-way paths.
