I'm more neutral on the conflict, and though I've already donated to Israeli charities, courtesy of Reddit, I've yet to find one that can make sure no money goes to Hamas. I've seen many reports of charities that have had their donations stolen by Hamas, and I want to support the citizens, not a terrorist organization. Is there any reliable way to?

There's no way to ensure that resources that get to Gaza don't get into Hamas hands. Hamas is the government of Gaza and is in full control of what is happening there.

On the West Bank the situation may be better, but only slightly. The Palestinian Authority has much better control of the area, but still not full and Hamas has significant presence and ability to seize control and assets in several areas (mostly in Jenin, Nablus, and Hebron areas). That said, even the Palestinian Authority is sponsoring terrorist activities, so even if the resources you send don't get directly to Hamas it would be difficult to ensure they are not used to assist terrorists. From the link:

(a) Findings.--Congress makes the following findings:

(1) The Palestine Liberation Organization and the Palestinian Authority provide hundreds of millions of dollars per year in payments, salaries, and benefits to terrorists and the families of terrorists as part of a system compensation that incentivizes, encourages, rewards, and supports acts of terrorism.

Rather than looking for a direct Palestinian charity you might consider other charities that are supporting Palestinian and Gazan people. The problem is that Hamas is the main political party in Gaza and controls much of it. Israeli forces control particular areas they have cleared but most the population and the infrastructure is still controlled by Hamas.

Who Governs the Palestinians?

The United Nations is working in this area as well as Doctors Without Borders and World Central Kitchen.

These NGOs will deliver aid to more than just Palestine and Gaza as they are world wide charities however they are doing work in Gaza as well.

Here is a list of 14 charities helping civilians in Palesting.
