Global finance bank charging $xx,xxx for card fee and delivery insurance and final delivery fee. Is this legit?

Of course not.
I'm guessing someone told you you have money there and asked you to pay this money for the ability to withdraw it. There's no money there, there's no such bank, and the more "fees" you pay the more the scammers will be asking for.
Once you figure out you've been scammed, expect them to call you under the guise of "oh, poor you, you've been scammed - we'll help you recover your money!" and ask for more money for that, as well. They already know you're gullible enough to believe anything.

This looks like an advance-fee scam. The question wasn't specific about this, but I assume that you either deposited money in that "bank" (or were told that you had a large amount of money in it for some other reason, such as having won a prize).
If you pay the fees they're asking you for, they'll likely either find more fees that you supposedly need to pay or simply disappear with the money.
Also, I would encourage you to consider whether the "insurance" they're selling you makes sense. Why would you need insurance on the delivery of a bank card? Bank cards are essentially worthless until they're activated by the owner, so it makes no sense to insure its delivery. You only do that for valuable items.
For reference, according to a quick Google search, it costs between $2 and $2.50 for them to make a bank card with NFC, and between $0.90 and $1.40 to make one without it.
The very idea of charging tens of thousands of dollars for a bank card is absurd. No legitimate bank is going to charge even close to that to issue a simple bank card. My bank gave me and my wife the first set of debit cards for free. Some banks may charge a small fee for replacing your debit card early, but that's likely to be a few dollars at most. They're certainly not going to charge tens of thousands of dollars for it - that's insane for something that literally costs them less than $5 to do in the first place.
