I have bough a Mini scooter second hand and the seller did not show me the two broken nuts beween the handle bar and the plate. I need to remove them and buy new ones. I have a drill at hand so I bought Cobalt drill bits (https://www.toolstation.com/cobalt-drill-bit/p37210) to remove them, but they seem to not be hard enough to dig into the metal of the broken fasteners. They are not reverse threaded by the way. Do I need better drill bits? Here are pictures after trying to drill which don't show any "bite" as you can see. I had sprayed penetrant oil many times beforehand btw.
