What is this style of drill bit called?

All 1/2-inch. Inherited from someone who was in the undercoating/oiling business. So the bits might have been used to drill holes in the body of vehicles to spray oil into. No other text on them other than "1/2" and "Made in U.S.A.".

I want to determine the name so that I can find/purchase a mandrel.

The generic term is "hole cutter" which I admit is not very useful.

The Hougan tool company makes similar products. Have a look at their "RotaCut" and "Holcutter" lines. Klein also makes a similar product and the arbors for it.

I think these are spot weld cutters used in autobody. You'd have to know the manufacturer in order to get the right mandrel.

When I worked in various machine shops, we always called those counterbores.

They were usually used to conceal the head of a socket head cap screw either flush with or below the surface.
