I've noticed in a few cities I've lived in Minnesota have a city municipal which operates as a monopoly with the only liquor license in the immediate area. Apparently, a law exists where a population of greater than 10,000 is required for competition to exist unless the city allows it. This potentially generates a need to keep a city from growing so it doesn't see competition in the money making municipal.
These cities usually boast a large mobile home population. I've heard a rumor that mobile home residents don't count in the city's population count for the census. Is that true? I can't find any documentation to support that.
