Recording in a customs or quarantine zone is prohibited it order to protect operational secrets. The theory is that if smugglers and terrorists can study video of the location and the procedures the officers follow, they will be more able to find ways to circumvent them.
Of course, you can film or photograph if you have permission, which is how shows like Border Security exist.
