This question is slightly similar to Do you have to show your ticket to a TfL ticket inspector after you have alighted from the bus?, although the jurisdiction I'm interested in is Sweden and Stockholm transport service.

The relevant terms and conditions of travel I have located are at: SL Transport Terms and Conditions in English

In this document there are three paragraphs I think are relevant to this question:

2.1: You must have a valid ticket for your entire journey when travelling using SL. You must also have a ticket when you are inside SL’s Compulsory Ticket Area but are not travelling, thus inside SL’s ‘barrier line’.

3.0: SL conducts ticket checks on SL Traffic Services. The checks themselves are administered by ISS Facility Services AB. Transport staff, transport officers, officers performing charge checks and public order officers can carry out ticket checks. You are obliged to prove that you have a valid ticket and hand this over when there is a ticket check on SL Traffic Services. [...]

If you refuse to purchase a ticket or pay the supplementary charge, you may be ejected from the bus, train or tram. You may also be ejected from the area to which only members of the public with tickets have access (that is, inside SL’s ‘barrier line’).

8.0 Everyone using SL Traffic Services is obliged to comply with any safety and public order instructions given by the Traffic Service Personnel or public order officers. Any person who fails to comply is at risk of being instructed to leave, or of being removed from, SL’s Compulsory Ticket Area.

In view of these terms and conditions I make the following conclusions:

  • Once a traveler alights the bus to the street 2.1 is satisfied. The street is not classed as SL's 'barrier line' (which are ticketing machines with automatic barriers) and the journey is completed.
  • Officers have no right to demand ticket inspections on the street because according to section 3.0, the traveler is no longer "on SL Traffic Services", and has no obligation to prove they have a valid ticket.
  • Section 8 only threatens removal from the SL ticketed area, of which the street is not included and therefore has no relevance.
