Suppose John is a celebrity with an Instagram account. Now suppose I decide to start a fan Instagram account about him, and I repost content from his account. For example, suppose he has an Instagram story (that will expire after a certain period of time), and I save the video and repost it to my account for posterity to see, stating in the description that it’s an Instagram story from his account. Or perhaps he simply posted a picture (that can be seen on his account permanently), and I post that same picture to my fan account, again crediting the source. Are there IP/copyright issues with this?

Yes. Pictures and videos are protected by copyright, so making copies is generally a violation of the creator's copyright.

On some social networks, you could probably still get away with it, because their terms of use effectively require John to give other users a license to copy their material as a condition of using the service. As I understand it, though, Instagram does not include such provisions in its ToS.

Yes

Artistic and literary works (which covers basically everything postage on Instragram) will have copyright that belongs to someone who is … not you.

Unless what you do with it is fair use, which based on the description, it probably isn’t, then you need the owners permission. Instagram has permission, but you don’t.

Now, the celebrity may not care that you are violating their copyright, but they might and, if they do, they can sue you.
