I have a Dell Precision Tower 5500 (mfg'd in 2010). It was running Windows 7 (or Vista, or XP). Can I format the hard disk and do a fresh load of Ubuntu OS on this machine? If so, how do I get started and with which version?

Not quite the approach I've taken. I've got Dell systems (755 and 7020 towers). For a few bucks, invest in a new 1 TB internal drive. Set the previous drive aside or maybe within the system case but, since you are new, simply disconnect the power cable going to the old Windows drive so that you don't unintentionally wipe your old drive. Use something (possibly like askubuntu.com/questions/153171/…) to create the bootable install on a thumb drive. Boot that USB drive then let it install your new Ubuntu system.
If you've got older hardware, you may wish to consider the XUbuntu version of Ubuntu - that's the one I use.
If you're concerned about compatibility, before you purchase that new 1TB drive, create the bootable install disk then try booting it. The bootable install .iso (that you create the bootable USB stick with) boots up with two options: "try it" or "install it".
