I am using latest version of Ubuntu and I had installed Sublime Text from the App center or Software. Now it sends me notification to install new new version but I couldn't figure out how to update it. Could you please help?

Sublime Text has its own internal update checker that can be accessed by Help -> Check for Updates..., which compares the current version to the latest release available on the Sublime servers. If an update is available, a popup may appear in the editor suggesting you download the latest version, however this prompt is not integrated with snapd, the Ubuntu daemon and tooling package that enables and manages snap packages.
According to the output of snap info sublime-text the latest version of the sublime-text dev/stable channel snap package is 4197, and you currently have version 4192 installed. You'd be better off sticking with the currently installed latest/stable channel version because this version will be updated to 4197 by the Software Updater in the near future. You can also check manually if an update is available for the sublime-text snap package using sudo snap refresh sublime-text
