if a snap doesn't include source code how can I meet the distribution requirements of a license like GPL v2? Does including a link to the source in the yaml count as a written offer? I know this is more of an issue of interpretation, but would appreciate different perspectives of the community.

GPLv2 has the following text:
[…] if you distribute copies of such a program, whether gratis or for a fee, you must give the recipients all the rights that you have. You must make sure that they, too, receive or can get the source code. […]
And further below, clarification in Section 3:
You may copy and distribute […] provided that you also do one of the following:
[…]
b) Accompany it with a written offer, valid for at least three years, to give any third party, for a charge no more than your cost of physically performing source distribution, a complete machine-readable copy of the corresponding source code […]
An offer to download code via a link is still an offer. And I think if a project provides general way for such "offers", like a special section in YAML, you can refer to the project's documentation combined with the link you put to the section as to an offer.
