I bought my laptop Dell with Ubuntu and it comes with Ubuntu 18.04. How can I update and upgrade to Ubuntu 18.04.3?

The proper way to update is

alt + ctrl + t to open a terminal emulator

sudo apt update

To fetch the database

sudo apt upgrade

To make the actual install

If you want to upgrade to the next version of the system, then the command is

do-release-upgrade
